James Mateer attended Carnegie Institute of Technology (now Carnegie Mellon University) in Pittsburgh, Pennsylvania, for two years and transferred to the Cleveland Institute of Art from which he graduated. He specialized in wood and linoleum block prints and
colored pencil drawings. He received many national awards and recognition over the years.
